Now that device_api attribute is unmodified at runtime, as well as all the other attributes, it is possible to switch all device driver instance to be constant. Presence of implicit casts prevents use of these headers in C++ applications. Anas Nashif	08a9961678	cleanup: include/: move gna.h to drivers/gna.h ... move gna.h to drivers/gna.h and create a shim for backward-compatibility. No functional changes to the headers.
