e1e05a2eac cleanup: include/: move atomic.h to sys/atomic.h 
move atomic.h to sys/atomic.h and
create a shim for backward-compatibility.

No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

f72c4c5236 lib/cmsis_rtos_v1: Remove redundant stack size check 
stacksize is an unsigned integer and hence there's no need to
check whether it is >= 0 since it is always true. This fixes
the Github issue #9637.
