3e33d73381 drivers: serial: uart_rtt converted to devicetree
Instantiate RTT UART instances from devicetree nodes instead of from
Kconfig symbols. While RTT is implemented using software, not hardware,
it is emulating a hardware device, and thus should be configured through
devicetree. This allows the simulated UART device to be selected via
devicetree aliases and chosen nodes.

The following devicetree snippet will instantiate RTT channels 0 and 2
as UART devices.
```
/ {
	rtt0: rtt_terminal {
		compatible = "segger,rtt-uart";
		label = "rtt_terminal";
		status = "okay";
	};
	rtt2: rtt_secondary {
		compatible = "segger,rtt-uart";
		label = "rtt_app_specific";
		status = "okay";
	};
};
```

Fixes the RTT portion of #10621.

bd6e04411e kconfig: Clean up header comments and make them consistent
Use this short header style in all Kconfig files:

    # <description>

    # <copyright>
    # <license>

    ...

Also change all <description>s from

    # Kconfig[.extension] - Foo-related options

to just

    # Foo-related options

It's clear enough that it's about Kconfig.

The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)

    git ls-files '*Kconfig*' | \
        xargs sed -i -E '1 s/#\s*Kconfig[\w.-]*\s*-\s*/# /'

b7db90da43 drivers: serial: uart_rtt: Virtual UARTs over RTT channels
Add support for virtual UART device that uses Segger RTT channels
for data transfers. Due to the RTT principle, this driver supports
only polling API.
