Now that device_api attribute is unmodified at runtime, as well as all the other attributes, it is possible to switch all device driver instance to be constant. Michael Hope	e362f10d4c	drivers: pwm: add a SAM0 TCC based PWM driver ... This runs the Timer/Counter for Control in 'normal' PWM mode.
