e18fcbba5a device: Const-ify all device driver instance pointers
Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

A coccinelle rule is used for this:

  disable optional_qualifier

@r_const_dev_2

7cafe7e74b boards: arm: olimex stm32-h103: Add board
The Olimex STM32-h103 is a development board based on the STM32F103RB,
very similar to the stm32_mini, which was used as a reference for the
pinmux configuration.
