Vinayak Chettimada 08fcc44b8a Bluetooth: Controller: Kconfig Data Length Update feature 
Add Kconfig configuration to conditionally enable Data
Length Update procedure support in the Controller.
This will save CPU time, flash and RAM, if this feature is
not desired.
