Oleg Zhurakivskyy 2688bfad8e cmake: clang: Detect host installed clang 
In case TOOLCHAIN_HOME isn't explicitly reuqested,
(or indirectly forced with CLANG_ROOT_DIR), detect
any host installed clang in the path.
