Torsten Rasmussen 6fc8563b16 manifest: update zephyr-lang-rust to always link runtime libs first 
Update zephyr-lang-rust module to include commit for linking the
runtime library before the librustapp.a.

in this directory will be included in the main west.yml file sorted by
filename.
