Daniel Leung 55df308025 Revert "boards/x86: Enable Intel VT-D for up_squared" 
This reverts commit 7492841dd1.

Enabling CONFIG_INTEL_VTD_ICTL on UP Squared board results
in tests and apps hanging. So revert this for now.

Relates to #30574
